The Arbiter (Robert Ostara, also known in Hell as Roneric) is the son of The Punishment and Elyrie, the brother of The Unbelonging and the father of The Duress.
He becomes the ruler of hell after the death of The Sin at the hands of Heaven’s finest, Saint Parker. He rules with a more ferocious style and is a true enemy of the Earth and according to Saint Milkovich, the biggest threat Heaven has faced in 10 Billion Years. It is unknown of what he does to the corpse of his father when he discovers that his father, The Punishment, is dead.
He is first killed when he was betrayed by The Dragon, but was resurrected by the primordial entity Molos. He is later killed again, this time being slain by his own son Zagreus during the siege of The Leviathan State. One of his horns snapped, his teeth kicked to bits, both eyes slashed to render him blind, one knee shattered and his own trident plunged into his very chest before being unceremoniously kicked by his son into Naraka Chasm.
